Another Green Revolution needed

President Pratibha Patil on Wednesday said the country needed another Green Revolution as the population growth is set to increase on already scarce resources.

"The land is limited but the demand for foodgrains has been increasing consistently.The Green Revolution enabled us to meet the rising demands so far, but now in the 21st century there is a need to usher in a new Green Revolution," said Patil, while addressing the V National Conference on KVK-2010, organised jointly by Maharana Pratap University of Agriculture and Technology, Udaipur and Indian Council of Agriculture at Mohanlal Sukhadia University auditorium.

She said dryland farming could be the cradle of the second Green Revolution. She began her speech recalling Mohan Singh Mehta, an educationist from Udaipur, who proposed the Krishi Vigyan Kendra when he was the head of ICAR committee.

Since then, KVKs have been established and they are working today from Kargil to Car Nicobar. Patil said by 2050 India's population would be 1.6 billion.

"We have to plan for the food requirements of such a large population," she said.

The President said strategies to make small holdings more productive should be made. A farmer is a stakeholder in every sphere of agriculture, she added.Their rights need to be protected. She narrated her experience at Syrian Centre of Agriculture and suggested Union agriculture minister Sharad Pawar to visit that and plan accordingly. She said this is the decade of innovations and the farm innovations made should be cost-effective and locally planned.

The President honoured KVK Coonoor, KVK Kanchipuram and KVK Cuddalore for their outstanding performance.Three innovative farmers Chandra Shekhar Singh, Nand Kumar Shankarlal Jadhav and Surjeet Singh were also honoured by the President.

Union minister for agriculture Sharad Pawar annonced that all districts of Rajasthan which do not have a KVK so far will be sanctioned one by the Centre. At the request of chief minister Ashok Gehlot to sanction one Central university to Rajasthan, Sharad Pawar said that agriculture is a state issue so he would not intervene in the affair of the state but if the state government decides to open one, the Centre will provide all possible help. He claimed the agriculture sector will grow at a rate higher than 4% this year. He expressed the need to check the post-harvest losses.

Shivraj Patil, Governor of Punjab and Rajasthan, talked about measures to be adopted to develop agriculture. He said that the amount of known knowledge is much more than the knowledge used. He said that the available knowledge must be used to its full and researches to discover unknown knowledge should also go on.He said that each district should have at least one KVK.Private agencies and corporates should also help in setting up KVKs ,he added.

Union Panchayati Raj and Rural Development Minister, CP Joshi, appealed the KVK s to provide technical knowhow to those agencies and officers who are implementing and planning Mahatma Gandhi NREGA which has a budget of 40,000 crores.He said that to ensure national growth rate above 10% the share of Agriculture in GDP needs to be increased upto 6% to 8%.

Chief Minister Ashok Gehlot also remembered Mohan Singh Mehta and said that the latest technique in agriculture must reach the poorest of the poor farmers. He called for the use of IT in agriculture and said that without E-Governance there cannot be Good Governance. He pleaded before the Union Agriculture to give generous grants to the state of Rajasthan as it is an arid land and the villages are scattered which increases the cost of plan execution. He demanded one central Agricultural University for Rajasthan and more funds for already existing Universities.

Brisbane, Nov.24 (ANI): Could a cricket ball be the difference between England retaining or losing the Ashes?

The answer to that question comes in the form of England coach Andy Flower, who has instructed his fast bowlers to become accustomed to the Kookaburra, the ball of choice in Australia, for the past five months.

England, according to the BBC, has been use to the Duke cricket ball, and bowling coach David Saker wants his bowlers to focus on old-fashioned principles.

James Anderson's unrivalled ability to manipulate the ball, to make it swing in or out to a right-handed batsman with a subtle change of grip and wrist position, earned him 23 wickets against Pakistan in the summer at a measly average of just 13.74, one wicket every 36 deliveries.

England fans will be salivating at the prospect of a repeat in the Ashes but commentators have been more cautious.

England use a hand-stitched ball manufactured by Kent-based company Dukes while Australia, and most of the Test-playing world, utilise the Kookaburra "Turf" ball made in Victoria.

Side by side and these two balls are almost identical - bits of cork wrapped in string encased in red leather stitched together by thread. But there are differences - and significant ones too.

"The Dukes ball tends to be slightly darker in colour," former Australia fast bowler Jason Gillespie told BBC Sport.

"A brand new Kookaburra swings immediately whereas the Dukes probably swings more from about six to 10 overs old."

The seam, the stitching around the middle of the ball, is key. it acts as a 'rudder' for the fast bowler, enabling them to move the ball in the air depending on their grip.

The overhead conditions play an enormous factor in the condition of the ball. The lusher, greener outfields of England, kept verdant by the inevitable summer rain showers, help to preserve the Dukes ball after the initial sheen has worn off.

In complete contrast, the sun-baked Australian pitches are hard and abrasive, which quickly scuffs up the Kookaburra and its brand-new sheen, which means any opportunity for swing must be seized within the first 10 to 15 overs. (ANI)

Rice Blast

Back to Office Report of our tour to Hesokha, under Gase Tshowom

Upon the submission of field inspection report on rice blast at Hesokha by the Gewog Extension Agent, a surveillance visit was carried out on the 6th of October 2010 in order to understand the ground reality and find solutions to the problem.
Complete field inspection was carried out to find out the problems. The day long tour covered all the areas that were reported to be infested by rice blast.

The problems of the reported locality were found to be severe and since the crops have already crossed dough stage and are almost ready to harvest. It is too late to act this year. The varieties under cultivation are as follows and the status of the disease is also given below.

Rice Blast


Rice blast is one of the most important diseases of rice and occurs in all the rice growing areas. Infection is more likely after long periods of rain or high humidity with little or no wind movements. And since Hesokha frequently receives heavy rain and remains moist most of the time and as far as our understanding goes, this year we received heavy rain which provided optimum conditions for disease development. Besides most of the fields are covered by dense vegetations which further ignites the mycelium.

Recommendations:
The crop was too late for chemical control this year. As prophylaxis the farmers were advised to change their infected seeds in the coming season. The farmers demanded the seeds either from the Dzongkhag or the Research Centre to which we suggested community based seed production techniques. Since the fields were heavily infected, we also felt the need to change their seed and the lists of individual households in Hesokha are given below.

Although not promised we suggested that we can look for possibilities to supply them some seeds and then the community can multiply the seeds after that. The farmers were also told that training on seed treatment with expertise from Bajo will also be given but for that to happen; the extension agent must follow up time and again with the center. The farmers are even ready to buy the seeds from the government. We also requested the extension agent to give a copy of crop cut data.
And to see the adaptation of our varieties, the farmers were asked if they can provide us a terrace for us to see the adaptability of our varieties. Khangma Maap, a blast tolerant variety is still preferred by some farmers although there are lots of ambiguities among themselves, so a careful study will be carried out. The seed demand list is given above and we should see if we can supply them the seeds or not.

Minutes of the Meeting

AGENDA 1. REVIEW OF THE MINUTES OF THE LAST MEETING

The review of the minutes of the last meeting deliberated on the action items as follows:

• The working dress and extension kit will be managed from other budget source
(Action: Mr Sangay Gyaltshen and Pulse Project)
• Our efforts to reduce the telephone bills to adjust the payment of the increased bandwidth seem to be doing quite well. A total reduction of about Nu 1000 was seen in the previous month. It would be nice if we can further reduce it

• Office stationeries and supplies are cut down to 50 percent
• On the distribution of digital cameras to each sector, a USB cable for one camera is missing and it will be purchased. A new camera will be brought if the USB is not available from the market and will be distributed to the livestock sector.

• Staff training: Our Adm officer is undergoing a month long training at DTI and the nomination of three others has been approved. Further the training for three drivers also has been approved and will be trained subsequently

• Farmer’s extension training hall: It’s almost done but it is too early to reappropriate to buy the necessities in order to run the farmers hostel.

• Rice Commercialization and Annual Report for 2009-2010 will be available for publication next week

• Mr P P Nepal successfully entered our mid term review and annual report of three years at IMS for PLAMS. To make it easy for others to enter our progress and edit in future a need for training was felt by the floor and PLAMS training will be conducted here at the centre.

• A review on the weekly sector head meeting was also done. It is a participatory co management tool to ease better service delivery and make our system more transparent but a call for individual was found to be difficult. Feedbacks were seeked from the participants to which most of them said let it continue till further change in the management. The agenda to be discussed with all the sectors only to be included. The minutes of the meeting with will be stored in the PDF format in the server along with the name of the rapporteur.

• Resource inventories of the centre consisting for all the assets, a 25 page document is ready and will be available on the server once it is finalized. Mr Sangay Wangdi will be the stock verification officer.

• Since there were lots of contributions mostly consisting of semso, the resolutions of the 36th General Staff meeting was read out. The bylaws of the 36th General Staff meeting will be retained as such. Also a need to standardize farewell for ESP was felt. It was decided that the labour committee will put forward their proposal in one of the weekly meetings.

• Promotion: Regular and rejected promotion will be processed separately.

• National Seed Testing Laboratory: Since we are told to operate the lab with our existing staff following staff have been identified.

AGENDA 3.BUDGET PROGRESS REPORT

A detailed status of the budget of the centre was presented by the accountant including the left over balance as of 8th October. The only concern was the budget of TA/DA of Tsirang and told them to work accordingly. Proposals were requested for the purchase of seed and seedlings especially for mustard.

AGENDA 4. BAJO WELFARE FUND SCHEME REPORT

The overall statement of BWFS was presented and loan recoveries from certain individuals were made because of certain misunderstanding on the disbursement of loan without complete repayment.
A proposal to help students from unprivileged was also put up. Welfare committee was asked to sit together and come up with a proposal.

This was just to remind our staff wether our works are in progress with our work plan or not

The harvest committee felt for a proper documentation of the overall harvests for transparency. Regarding the horticulture product which was seen as a main issue, it is supplied to the Royal via department but ensured documentation in future.

• ESP Colony: It was seen that some of our retired ESP staff are still residing in our colony. Retired personals Mrs Tshering Lham, Mr Dhan Bdr and Mr Gurulla have to leave before December. Till then they are allowed to stay to clear inconveniences for them and their kids

• ESP Members: A lot was discussed on the work performance of our labours. They tend not to follow the proper office timing and take a lot of unnecessary leave. Only genuine leaves will be entertained here after. They are asked to follow strict timings. A detailed report of the performance was read.

And the risk involved in BWFS is monetary i tend to concentrate more on it and its service which is not a good thing in principle but practical i guess. Von Voyage

There certainly has to be some excitement. I have never crossed Pelela in my whole life and I am getting this opportunity tomorrow and what else can be more exciting. And to reach our ex Program Director, now the Dasho Dzongda till Tashiyangtse adds more intensity and energy in the journey.
I should be able to capture lots of memories. I have always enjoyed traveling and to be in places i have never been before is always a walk to remember. Little bit superstitious since the journey is being made for the first time. But to be in my comfort zone I went to Rada Neyka ( The main place where people of Sha Dargay worship)to offer butter lamp and like most of the Bhutanese have the habit of throwing dice when they want to do something meaningful, I also tried my luck. The Koener ( Care taker) said..Alo (kid) its eight...Great..Its Shokay of Aup Radap..Sumpai Dhoen Drup..Meaning all your dreams, wishes and aspirations will come true. I was happy as I am normally. For someone who is from Sha, I felt it is essential to know about Aup Radap in detail. So a request was made to give me Nyeshey (Narration) But I thought the care taker also dint have much knowledge as he made me identify Guru Rimpoche, Toenpa Sacha Thupa and Zhadrung Ngawang Namgyal. I could do that ever since I knew how to talk.
Umm...what should i write. Probably i will bank upon some Ara served to me, buy some courage from that and come up with interesting stories from the East.

Strom over revision of Taxes

The national assembly (NA) passed the 2010-11 budget yesterday, after a heated debate on whether the government had the authority to revise taxes, and the two opposition members not endorsing the budget.

On presenting the revised taxation policies, as part of the budget report, the finance minister, Lyonpo Wangdi Norbu, said that his presentation was only to inform the house of how the government planned to broaden the tax base. Existing tax legislation empowered the government to make changes in the levy of taxes, without the seeking parliament approval, he told the assembly.

This, the opposition leader, Tshering Tobgay, vehemently opposed saying that such a unilateral decision by the government went against the Constitution, as well as existing laws.

The opposition leader said that section 9 of the public finance act of Bhutan 2007 clearly stated that raising of revenues through taxes shall be authorised by parliament, and that section 14 (b) says that the finance minister shall be responsible to propose the taxation measures to parliament.

He also referred to section 14 (1) of the Constitution, which states that taxes, fees and other forms of levies shall not be imposed or altered except by law.

Tshering Tobgay also said that section 2 of the public finance act says it will supersede all laws that are inconsistent with its provisions, and therefore the public finance act should prevail over the sales, customs and excise act 2000.

“What the finance minister has done goes against the Constitution and existing laws and he should therefore resign,” said the opposition leader.

The speaker directed Chukha MP Ugay Tshering to go and cross check with ministry officials, if they had broken any law in revising the taxation polices.

He returned after 20 minutes to say that the finance ministry had done everything in line with existing laws.

Ugay Tshering quoted chapter 3 section 4.2 (part I) and section 6.1 (part II) of the sales tax, customs and excise act 2000, which states that fixation of the rates of sales tax and customs tariff and any revision thereof, and the range of commodities and services under the sales tax schedule shall be approved by the royal government of Bhutan.

The MP also said that three amendments proposed to the income tax act that was recently passed by the assembly was brought to parliament for approval, because it was inconsistent with the public finance act of Bhutan. “With regard to the sales tax, customs and excise act 2000, it isn’t inconsistent with the public finance act of Bhutan,” he said.

The opposition leader left the hall before the end of the budget report discussions, which hurried to a close, once the chapter on the rationalisation of taxes was done with.

People lying along the belt of Wangdi and Punakha became desperate for rain and the local people came together to please the local deities...internally i thought what a stupid thing our people are doing but to my surprise it rained that evening and rain is still pouring hard. our farmers now can transplant happily and see more power in the local offering..even i am convinced.

As a fresh starter i m facing problem with my experience. The job seems to be completely different..way different than studying. The zeal to learn has gone down but i m trying my best to learn from the experienced staff that i am working under. They have been in the service for a decade so that is a good news for me. As a young blood i tend to get distracted by the social sites with an attempt to chat and interact with youngsters. However I limit myself and make sure i go through all the policies and important publication. Things are looking pretty stable now and i look forward to working to the best of my abilities.

with now. At the various times when I have helped you a little, you
have said to me, "We can get along very well now," but in a very
short time I find you in the same difficulty again. Now this can
only happen by some defect in your conduct. What that defect is, I
think I know. You are not _lazy_, and still you _are_ an _idler_. I
doubt whether since I saw you, you have done a good whole day's
work, in any one day. You do not very much dislike to work, and
still you do not work much, merely because it does not seem to you
that you could get much for it. This habit of uselessly wasting
time, is the whole difficulty; and it is vastly important to you,
and still more so to your children, that you should break this
habit. It is more important to them, because they have longer to
live, and can keep out of an idle habit before they are in it
easier than they can get out after they are in.

You are now in need of some ready money; and what I propose is,
that you shall go to work, "tooth and nail," for somebody who will
give you money for it. Let father and your boys take charge of
things at home--prepare for a crop, and make the crop; and you go
to work for the best money wages, or in discharge of any debt you
owe, that you can get. And to secure you a fair reward for your
labor, I now promise you that for every dollar you will, between
this and the first of next May, get for your own labor either in
money or in your own indebtedness, I will then give you one other
dollar. By this, if you hire yourself at ten dollars a month, from
me you will get ten more, making twenty dollars a month for your
work. In this, I do not mean you shall go off to St. Louis, or the
lead mines, or the gold mines, in California, but I mean for you to
go at it for the best wages you can get close to home, in Coles
County. Now if you will do this, you will soon be out of debt, and
what is better, you will have a habit that will keep you from
getting in debt again. But if I should now clear you out, next year
you will be just as deep in as ever. You say you would almost give
your place in Heaven for $70 or $80. Then you value your place in
Heaven very cheaply, for I am sure you can with the offer I make
you get the seventy or eighty dollars for four or five months'
work. You say if I furnish you the money you will deed me the land,
and if you don't pay the money back, you will deliver possession--
Nonsense! If you can't now live _with_ the land, how will you then
live without it? You have always been kind to me, and I do not now
mean to be unkind to you. On the contrary, if you will but follow
my advice, you will find it worth more than eight times eighty
dollars to you.

basketball

I thought buying a basketball would engage me my evenings. Yet it is way different..I dont have a proper place to play the game. forget about playing with friends i dont have a court. the court based in Bajo doesnot allow outsiders and i get the feeling that it will be the same in Tencholing Army court...so the least i can do to keep my passion alive is to play on the road. that atleast allows me to bounce and maintain my grip on the game..dont mistake me..i dont know how to play very well yet its my passion....cheers

Punakha Experience

I wanted to erase my workshop hangover and happend to visit my previous school..My younger brother studies there and wanted to make sure that he is having a good time. We had lunch together in the fine valley. Later I went to the campus and that brought back all my memories...Everything has changed..the hostel orientation is way different...they have a better canteen now...i suppose...the tree that i planted havent grown..its still some 60 cm...this is my first time updating my blog..I hope i get ample experience with time and without much of controversies i hope to publish my daily happening according to time...gud day
